A Wolverhampton councillor has demanded an “immediate pause” to changes to refuse collections, which she blames for uncollected recycling bins. Earlier this year, the council announced that recycling would no longer be collected if the bins contained incorrect items. Ms Hibbert, an independent for Penn ward, said “more than 23,000 bins” had been left uncollected in three collection rounds. Wolverhampton council has said that it's campaign, which reminds residents to “check before you chuck” has seen “contamination” rates “fall from 24% in December to 16% in February”. Tagging Bins The authority previously emphasised the impact of placing items in the wrong bins, stating that the materials could not be properly recycled, having to ultimately be disposed of separately, costing more money and losing environmental benefits. Tags are being placed on receptacles that contain the invalid items, with the council asking residents to remove anything that should not be there, allowing waste to be picked up at a later date. MS Hibbert claimed that the council were also requesting that residents “wash out some containers beforehand” and that passers-by were potentially throwing their rubbish in bins without the household’s knowledge. In an online petition, she said she had been “inundated with complaints about the new system” and wanted a pause on the change because it was “causing a health hazard and an eyesore” . The ‘Huge Impact’ Ms Hibbert added: “Due to the huge impact this is having in our city, I am calling on all well-meaning residents to please sign this petition which demands that the cabinet member immediately pauses this rule change and returns to the drawing board, this time with a wider consultation with residents.” A spokesperson for the council claimed that its list of acceptable recyclable materials had remained unchanged since 2020. “Contamination rates have fallen from 24% in December to 16.6% in February and no loads of waste have been rejected by our recycling facility, saving money on additional disposal costs,” they said. “Early in the campaign, up to 14% of recycling bins were tagged as contaminated and not collected, but last week’s average showed this had dropped to just under 5%.” Bin contamination cost taxpayers £185,000 a year which was money that could be “better spent” on other services, the spokesperson added. On Monday 29th January, the Prime Minister announced that disposable vapes would be banned in the UK as a part of ambitious Government plans to tackle the large rise in children starting to vape to protect their health. Disposable vapes will be banned in the UK as part of ambitious government plans to tackle the rise in youth vaping and protect children’s health. We couldn't be more behind this. The measure is part of the government’s response to its consultation on smoking and vaping, launched in October last year. Recent figures show the number of children using vapes in the past 3 years has tripled. Use among younger children is also rising, with 9% of 11 to 15-year-olds now using vapes (that's shocking). The long-term health impacts of vaping are unknown and the nicotine contained within them can be highly addictive, with withdrawal sometimes causing anxiety, trouble concentrating and headaches. While vaping can play a role in helping adult smokers to quit, children should never vape. Disposable vapes have been a key driver behind the alarming rise in youth vaping, with the proportion of 11 to 17-year-old vapers using disposables increasing almost ninefold in the last 2 years. As part of today’s package, new powers will be introduced to restrict flavours which are specifically marketed to children and ensure that manufacturers produce plainer, less visually appealing packaging, the packaging would make a huge difference. The powers will also allow the government to change how vapes are displayed in shops, moving them out of sight of children and away from products that appeal to them, like sweets. To crack down on underage sales, the government will also bring in new fines for shops in England and Wales which sell vapes illegally to children. Trading standards officers will be empowered to act ‘on the spot’ to tackle underage tobacco and vape sales. This builds on a maximum £2,500 fine that local authorities can impose. The government has again reiterated its commitment to bring about the first smoke-free generation and introduce legislation so children turning 15 this year or younger can never legally be sold tobacco. Smoking is the UK’s single biggest preventable killer - causing around 1 in 4 cancer deaths and leading to 80,000 deaths per year - so stopping young people from ever starting to smoke will protect an entire generation, and future generations, from smoking harms as they grow up. The Prime Minister, Rishi Sunak, said: As any parent or teacher knows, one of the most worrying trends at the moment is the rise in vaping among children, and so we must act before it becomes endemic. The long-term impacts of vaping are unknown and the nicotine within them can be highly addictive, so while vaping can be a useful tool to help smokers quit, marketing vapes to children is not acceptable. As Prime Minister I have an obligation to do what I think is the right thing for our country in the long term. That is why I am taking bold action to ban disposable vapes - which have driven the rise in youth vaping - and bring forward new powers to restrict vape flavours, introduce plain packaging and change how vapes are displayed in shops. Alongside our commitment to stop children who turn 15 this year or younger from ever legally being sold cigarettes, these changes will leave a lasting legacy by protecting our children’s health for the long term. There was overwhelming support among responses to the government’s consultation for a disposable vape ban, with nearly 70% of parents, teachers, healthcare professionals and the general public supportive of the measure. The latest official fly-tipping statistics have been released today by Defra, and on the face of it – there’s some encouraging news! With overall incidents down 4% against last year’s high, including a 9% reduction in household waste incidents and a 5% reduction in fly-tipping on the national highway’s - this could be the start of a downward trend. Figure 1: Total number of fly-tipping incidents in England, 2015/16 to 2021/22 “local authorities in England dealt with 1.09 million fly-tipping incidents, a decrease of 4% from the 1.14 million reported in 2020/21.” Source: https://www.gov.uk/government/statistics/fly-tipping-in-england/fly-tipping-statistics-for-england-2021-to-2022 The data suggests that one reason could be the highest ever fixed penalty notices issued in a single 12-month period: 507,000 enforcements (up 11% on last year). In addition, the number of court fines issued also “nearly tripled” against 2020/21 This is a very encouraging sign that local authorities have stepped up investigations to ensure fly-tipping criminals are penalised for their crimes. “The number of fixed penalty notices issued was 91,000 in 2021/22, an increase of 58% from 57,700 in 2020/21. Inconsistencies in reporting; the data includes levels of inconsistencies across locals authorities with the report stating “many local authorities have changed the way they capture and report fly-tips over the past few years, so the changes over time should still be interpreted with some care”, whilst in the main, data trends have been used to legislate for these inconsistencies, the major challenge is that the data does not include the vast majority of fly-tipping incidents that occur on private land. These incidents can be far larger in size and scale causing significant cost and operational downtime for businesses across the UK. Understanding this impact is crucial, to be sure that the place for illegal fly tipping has not simply ‘moved’ from local authority managed areas to private land owners. The number of incidents is still far too many; 1.09 million incidents is still the second highest number of incidents recorded in a single year since 2009-10, with the highest since that period being last year which included Covid-19 restrictions and lockdown. I would have hoped that such a strong period of increased penalty notices and court fines would have had a bigger impact, potentially that will be demonstrated in the 2022-2023 figures as the data set includes incidents recorded up until March 2022. POP’s! Given the recent implementation of POP’s (Persistent Organic pollutants) guidance and the landfill ban from January 2023, it remains to be seen how much impact this will have on fly-tipping incidents in the future. The full impact may not be understood until the EA implements enforcements (expected to be from August 23), and despite local authorities stating they have not seen an immediate increase in fly-tipping, it will take some time for restrictions to impact on local authority HWRC’s and the general public. It is my hope that the increase of fixed penalties and court fines continue and that this contributes to a higher rate in reduction of fly tipping, it is also positive to see that despite some councils initially refusing to take sofas and soft furnishings containing POP’s, they have now re-opened their doors. As ever, the challenge with data is that it takes time to build up, therefore the commercial sector should adopt digital technology to develop consistent incident reporting of their own to ensure we have the full picture of this waste crime activity so that we can implement appropriate measures to eradicate it. For now local authorities, the EA and private/commercial land owners have to deal with the fall-out, a messy, challenging and expensive job that costs the tax-payer in excess of 10 million pounds a year!
